SAILING INSTRUCTION - 2009

Richard B. Johnson Regatta

1. RULES The regatta will be governed by the Racing Rules of Sailing, for 2009-2012 the prescriptions of the United States Sailing Association, the Chesapeake Bay Yacht Racing Association Sailing Instructions, and by these sailing instructions.
2. ENTRIES Yachts may be entered by completing a CBYRA entry form

3. NOTICES TO COMPETITORS Notices to competitors will be posted on the official regatta notice board
4. CHANGES TO THE SAILING INSTRUCTIONS Any change in the sailing instructions will be posted prior to 30 min. before the first warning signal, or will be hand delivered to each competitor prior to such warning signal or the warning signal to subsequent races. Oral changes may be made on the water provided each yacht acknowledges each change and each acknowledgement is checked off by the race committee.
5. SCHEDULE OF RACES

0900-1000 Registration

0930 - Skippers Meeting

1100 Warning First Race

Followed by additional races, Followed by Awards

6. COURSES will be posted on the committee boat. The standard courses that may be signaled are as follows:

The Olympic course will be signaled as “O”, followed by the number of laps of the triangle within the course, if more than one is required.
The Triangle course will be signaled, as course “T”, followed by the number of laps if more than one is required.
The windward/leeward course will be signaled, as course “W”, followed by the number of laps if more than one is required.
All triangular laps will be sailed before the final windward and or leeward legs are sailed. All rounding marks will be left to port. When the starting line is set below the leeward mark, the leeward mark will have no required side on the first leg of the course. When the finish line is set above the windward mark, the windward mark will have no required side on the last leg of the course to the finish.

7. MARKS rounding marks may be orange inflatable balls and or large inflatable triangles which fact will be announced at the skippers’ meeting.
8. THE START

8.1 Races shall be started in accordance with R.R.S. Appendix Q sound-signal starting system.

8.2 The starting line will be between a yellow flag on the committee boat and the nearby mark.

9. RECALLS

9.1 Individual recalls will be signaled in accordance with R.R.S. Appendix Q by making one short sound signal and displayi8ng Code Flag “X”. The race committee may attempt to hail the yacht’s sail numbers but will not be responsible for ensuring competitor has been notified.

9.2 A general recall will be signaled in accordance with racing rule 29.3 by making two sound signals and displaying the Code flag “First Substitute”.
10. SHORTEN COURSE a patrol boat stationed at a rounding mark, displaying code flag “S” and making hails or sound signals, will indicate that the finish will be at or near the next rounding mark.

11. THE FINISH The finish line will be between a yellow flag on the committee boat and the nearby mark.
12. TIME LIMIT The time limit will be one hour.

13. SAFETY

13.1 Single handed yachts are not required to carry an anchor, unless required by class rules. Such yachts will carry not less than 15 feet of at least ¼ inch line for a painter.

13.2 It is the responsibility of each skipper to determine when he/she should wear a life jacket.

14. PENALTIES the 720 degree penalty rule 44.2 will apply.

15. PROTESTS

15.1 The race committee shall be notified of a protest, naming the other yacht(s) involved immediately after a yacht finishes. Stand by for an acknowledgement.

15.2 Protests shall be written on the standard Chesapeake Bay Yacht Racing Association Protest Form, or any piece of paper that may be obtained from the race committee. Protests shall be submitted to the race committee within the protest time which will begin when the race committee boat docks and will end 30 minutes later.

15.3 The protest committee will hear protest at the place and time designated on the official regatta board in approximately the order of receipt, except that after the last race, protests affecting the awards may be given priority.

15.4 If a yacht is found by a protest committee to have broken a rule, she shall be subject to the 20% scoring penalty system of rule 44.3c.
16. SCORING the low point scoring system, appendix A4, of the racing rules will apply, except that each yacht’s total score will be the sum for all of her races. One race shall be completed to constitute a series.

17. AWARDS

17.1 First, second and third place awards will be presented as follows:

Classes with five or more entries – three awards

Four entries – two awards

Three entries – one award

17.2 The Broad Bay Bucket, a perpetual trophy, will be inscribed with the name of the winner of the class with the largest total number
