Notice of Race - The Hangover Regatta
January 1, 2009-- Washington Sailing Marina
Organized by the Potomac River Sailing Association

1. The Potomac River Sailing Association will hold its annual Hangover Regatta on January 1, 2009 at the Washington Sailing Marina.

2. Venue: Races will be held on the Potomac River in the cove to the south of Washington's National Airport or off of the Alexandria or Virginia shore near the power plant, as conditions require. The course location will be posted as a notice by 1145. The Notice Board hangs from the north end of thesmall boat racks, near the cranes. Area "B" or "C" of this map

3. Rules: The regatta will be governed by The Racing Rules of Sailing (RRS), the prescriptions of US Sailing, the rules of the classes (except as any of these are changed by the sailing instructions); by the rules of the authorities governing sailing on the Potomac River; by this Notice of Race; and by the Sailing Instructions. Sailing Instructions will be available at registration.

4. Eligibility & Entries: This event is open to Lasers and may be opened to other classes at the discretion of the organizing authority. Lasers may be entered by completing the registration form at the marina or by pre-registering online. There is no entry fee; there is a $3 launch fee charged by the marina for visiting boats (check in at the guard booth). Competitors must be clothed appropriately for sailing in winter weather ("frostbiting") to be eligible. Other small boat classes fielding four or more boats may petition the organizing authority for eligibility using the contact number listed below.

5. Schedule: The regatta takes place on January 1, 2009.
1100-1145 Registration
1145 Skipper's meeting near the launch ramps
1230 Race 1, subsequent races to follow
1500 No race shall start after 1500
1600 Awards to be made at 1600 or as soon thereafter as possible near the picnic area.

6. Changes to the Rules: The Sailing Instructions may modify the Racing Rules
of Sailing. Anticipated changes include:
Races will be started using sound signals as prescribed in Appendix Q of US Sailing (three minute starts).
The 720-degree turns penalty, rule 44.2 of The Racing Rules of Sailing, shall apply with the modification that one full turn (360 degrees) instead of two (720 degrees) shall be the penalty. This modification is made to make the penalty commensurate with the shorter courses anticipated at this event.

7. Courses and Number of Races: The courses sailed and the number of races will depend on conditions and will be announced by the Race Committee in accordance with the Sailing Instructions using a course board.

8. Prizes: Awards will go three deep.

9. Scoring: The regatta will be scored using the Low Point system of Appendix
A. One complete race shall constitute the regatta.

10. Directions: The Washington Sailing Marina is just off of George Washington Parkway about 1.5 miles south of the Reagan National Airport (measured from the tower) and less than a mile north of Old Town Alexandria after Washington Street turns into the Parkway. Look for the sign for Washington Sailing Marina, Dangerfield Island, and Potowmack Landing Restaurant. Turn right at the little guard house with entry gate. Tell the guard you are there to compete in the PRSA regatta. Pay the $3 launch fee. The easiest route to the launch area is to go straight from gate to the last row of dry slips (at a large blue dumpster), turn left, and go straight until you reach the water.
